Ambitious project my young friend. First things first. You have to find a suitable drivetrain to work with. If you can find a HOn3 drivetrain that will work then I suggest 3d printing the boiler and cab supplemented with brass castings, brass, styrene, etc... I assume you have gathered all of the historical data on this locomotive, including builders notes/dimensions and scale drawings? Good luck!
