HOn2 R. E. Sloan 0-4-4T Forney Kit.

I have a Robert Sloan Hinkley Forney body kit, and I’m not sure how to build some of the parts due to me being a 16 year old guy. It does have the instructions on it, but a few things look weird for me. How should I build this kit with what tools that I can afford with a job where I make a $100 per weekend, and also how do I make a custom HOn2 frame for it, not HOn30, but HOn2 basically running on Z Scale Track as that is the closest and most commercially available. If I really have to though, I will do HOn30 as a last resort. Answers will be appreciated. And I have a strange feeling that it might be missing a few parts. Here’s what’s included: The Brass Sheet, a little screw, a long brass cylinder, channel, and some sort of quadrilateral little thing. Answers will be appreciated.
