That's a Baldwin, I believe, that was just a little bit smaller than the Kitson Meyers. The Kitson Meyers were outside frame engines that carried both side tanks and a longer tender-looking section. Insofar as I know the Baldwin 2-8-8-2 was the second largest 3 foot gauge locomotive type.
