Heres a kml map of the RGS showing the route down east Mancos hill and the watertank: [www.google.com] (not a map by me)

My understanding is that the tank is accessible from a county road from the north, but I've never tried it. I have walked the grade from the south on Mancos Hill as a few others here probably have, it is public until you reach a barbed-wire fence, where you can walk east to reach the very end of one of the loops before it goes back onto private land.
