Ditto what Wayne said, for here thesedays in the safety sally operating world. If the 2nd crewman pilots, he must be up on the runningboards.
The new(er) Chinese built MTU V20 powered DL have no front steps nor footsteps on the cowcatcher either. Eagle eyes might spot the sandboxes are Bogie mounted on these Units, the first loco's since the DB of '66 and final order of the DA's in'67. Following those builds, DI, DJ, DX, DF, DC, DBR, and electric's EF all had frame mounted sandboxes.

The down forward view from the cabseat is atrocious.
