Jeff,
I would think that the WP&Y Fitters could cope with a cowl unit, since all their diesel lives have worked on the Shovelnose GE's, and those might be a lot tighter inside.
And the Pilot plate looks fine to me.
Here's a look at the standard GE export U26C, our DX class after it punched a 40tonne gravel truck out of the way, on #661 trailing 900tonnes and running around 55-60mph. The artic truck was exiting out of a quarry, the service road running alongside of the NIMT with 661 approaching from his rear. The truck driver turned hard left into the DX's path at minimum speed across the alarm protected crossing. He died.
