They are measurements on how high the various corners of the valve seat are above the steam chest gasket surface. While the seat is lapped pretty flat, it isn't quite parallel to the gasket surface. Those measurements are the first step in checking how parallel the balance plate is to the valve seat, and that the balance plate is set to the correct height so the balance strips are not sitting too high above the top of the valve.
