All tourist railroads are not created equal. There is a huge difference between private railroads that have to make it on their own, through their own efficient management and marketing, and public-owned ones that depend on government subsidies to cover their capital improvements and operating losses. Remove the "free" money and the list of operating tourist railroads would be considerably shorter.
