Writing letters alone will not get things done. Those of you who want to do this project have to be on the ground in the local area.
You cannot be seen as a bunch of outsiders. You need to develop the backing of the local business communities and Indian tribes. This means you have to work one-on-one with these people.
Make presentations to groups like the local Chamber of Commences and service organizations (Lions, Rotary, etc.). Listen to what these people have to say. Incorporate their good ideas and answer their questions and concerns. Encourage them to get involved. In plan and simple words, you have to politic for the project.
By comparison, in the Carson City / Virginia City, Nevada area there are people who want to rebuilt the V&T all the way down the hill and along the Carson River to Carson City. They have been working on this project for several years and no physical work has begun. Maybe they will be successful, maybe they will not be successful.
