My AA truck in 3rd gear with the two speed in high range will top out at 40 so the comfortable speed is around 35. Not sure about the TT trucks since I've never driven one but it's probably about the same. You can get a bit more from a TT with some transmission/overdrive options like Snyder's or Macs sells.
Of course the trucks were built for slower running, hauling or pulling whereas a stock '26 Model T Roadster will do about 50.
To bring this back to railroads, the WW&F Model T railcar can porbably do about 30 on level or downgrade track. Timetable speed is less but the car weighs 3,500 lbs light so it has extra braking power with steel brake shoes on all 4 wheels. The brake is controlled by a hand lever to the left of the operator. The foot/service brake works as well and at least once, (when I almost hit a coyote) I've used both brakes.
