They actually do this very often and are very good at it. The engine belongs to a company owned by Georg Hocevar, an Austrian who's main business is to rebuild railway equipment, mostly freight cars for sale to track contractors all over the world and passenger coaches for tourist operations. It was filmed at his workshops at Criscior, the end of a former industrial line from Brad. Georg also rebuilds steam engines and owns a number of operational 30-in. gauge ones. With them he operates over a number of railways all over Romania and as a result frequently moves his engines around. He also has portable track for special events.
For photo charters they would move engines overnight from one location to another 300 km away and have a train ready the following morning. The engine is then kept in steam on the trailer.
