Perhaps you need to define for me what exactly the definition of "promote the general welfare" is if it is not to support the local communities and their business interests. I am certain the residents will tell you how much the railroad impacts their welfare.
As to more gift shops bringing in more riders, if that is what Roger is intimating, that is a rather odd way of looking at things. I doubt that people from all over the world come to Chama or Antonito for the local sweatshirts and bumper stickers.
No I am not a Chama merchant, but I am a resident of Rio Arriba County, and sales in Chama do affect my quality of life (and public welfare) so I do have a stake in the game. Do you?
