I think that was the original plan but then 87 came along followed by 109.
Reality is commercially, It's the WHR and the PBR who could most benefit from these locos. PBR having seen what the G42 can do for their hauling capacity and is now actively working on NG/G16 129.
Money for shipping and overhaul though is another matter.
