Rectangular builders plates are generally indicative of ALCO. Though the pressed steel steam dome and sand dome covers, if original, look to be typical Lima.
It appears the whole bottom half of the Smokebox was replaced, which would have required the removal of the Builders plates. The rectangular patch may, or may not, have been the replaced builders plate.
