Any word on the Rio Turbio narrow gauge?

I have found reports on the internet that the 30 inch Rio Turbio coal railroad was to be re-opened to both freight and passenger service utilizing the Porta modified 2-10-2s.

The web site link below has some Youtube videos posted that are cool to watch.

Has the line been re-opened? Are the plans to re-open still in play?

The web site described plans to build through Chile, making the Rio Turbio the first narrow gauge transcontinental.
