double steam domes

I've see this design often in earlier american locomotives and in some 1870's vintage narrow gauge engines as well.

I've always been of the understanding that the steam dome and throttle are placed high and to the rear to get the best steam possible for the engines to use.

What was the thinking behind having the dome at the rear for the whistle and safetys and the throttle in the forward dome or vis versa ?
