I once read that ALCO had obtained a license I guess from Beyer-Peacock to build Garrats but American railroads weren't interested. Not only does a Garrat lose adhesive weight as fuel and water supplies diminish there is also the problem of the rather long pipes that supply the steam and return the exhaust. North American winters are colder than what they are in Africa and this would cut down the efficiency due to the pipes being exposed.

Can't answer any other questions.
