I don't want to be too hard on the steel makers, but a lot of what probably is happening is with the raw material which is an awful lot, if not all scrap steel. All sorts of trace elements find their way into new steel that would not have been there when ore was used. These elements are controlled by the code to some extent but it is not uncommon to find 1010 steel with unexpected physical properties.
