Apparently it was an attempt in the 1850s-1870s to get more work out of a straight boiler than spend the money to have a wagon-top boiler made.
According to John White in "A History of the American Locomotive" (pg 96)
"Two attempts were made to improve the straight boiler's steam room were to increase its diameter or to use two domes."
"Increasing the straight boiler's steam room by using two domes was considered to be far more desirable because it eliminated the necessity of a large-diameter boiler"
