Bondad (Farmington branch) water tank - power src?

This's month's photo in Cedco's NG calendar shows the water tank at Bondad, on the Farmington branch. There's a pump house down the hill from the grade, on the Animas River, which supplies the tank.
My question is - what powered the pump? In the photo (dated 1968) there's electric power. But did that area always have electric power? There's a smokestack on the pumphouse - was the pump coal powered at some point?
