So bottom line, can they be welded? If it is indeed steel, depending on carbon content you should be able to weld it with E7018 if it is mild steel or move up in tensile strength if it is a higher carbon content. Do the shops in Durango and Chama employ welders qualified for this work or is it something they contract out?
