The San Luis & Rio Grande is a private enterprise so it is a lot freer with what it can do than a government enterprise like the Colorado Historical Society. They got the engine, the experts to fix the engine and now that engine is making money for the company.
Governments have different mindsets than private individuals so while there may be some people in the CHS who are championing this (I really don't know if there is or there isn't) the process is bogging them down.
The SJ&RG people know that the wolrd does not revolve around them and they will have to compete. People in many government agencies believe the world does revolve around them.
