But given that the 315 is nearly complete now, could it possibly serve on the Loop? Perhaps the group that restored it could rent it to CHS (for BIG bucks), and use that for a year or two, while #12 and #9 are properly restored over the next year or two.
Perhaps in this way, the 315 group could pick up a pile of funding for 315's future, or for other projects. CHS is probably desperate right now, and perhaps would pony up the bucks just to have something that would run properly.
