If RTD expects to see UP Steam using that facility in the future, they should make an effort to gather input from the user (Steve Lee). To my knowledge, Steve has not been approached for input in any of these plans. RTD knows who to contact.
That being said, it could work if RTD put vents in the tunnels and designed the ventilation to work with existing railroad equipment. They'll be needing it anyway to vent Amtrak diesels running in notch 8 for HEP.
