C&S Number 9

All:
Is it just me, or did the C&S/ Q make some subtile changes to number 9 prior to display in 1939/ 1949?
When I look at historic photos, she seems kind of beefy--big, wagon top boiler riding on some large wheels. This is true of the historic photo CHS is using in the current GTL timetable.
In the photo of 9 ready for one of the fairs, the tires are painted white, and seem smaller. In fact, the whole engine has a more delicate quality.
Did any thing change, or is it just the paint?
