THe spec's do not call out the reason or application for the treated vs. untreated ties.
On pure speculation it's probably because the treated ties were used in the main line and had to be larger to stand up to the more frequent service while the untreated were put in infrequently used sidings and spurs.
Most railroads have different classes of tracks and these classes are dependent on tie length, tie spacing and usage.
