Write ALCO Photo, a unit of the NRHS at Schenectady, NY, their ad in most model magazines. They sell a list of what they have in the way of elevation plans. I do not know if they have your engine and they do not have all the section plans. Only a few of elevation plans have one or two cross sections. They only saved a very small part of the engineering files. I found a Mexican 2-8-0 plan that was just like the DSP&P engines. Copies cost about $1 square foot.
They also sell a catalogue of what photos are available, and make true photographic paper photos at a resonable price from the actual negatives or glass plates.
If you were looking for recent Baldwin plans, you could buy each of 2000 or so plans of every part of their engines since mid 1930s. They are in the State Archives of PA in Harrisburg. That collection is still being arranged and computer list has not been posted yet on the net.
