The form 4 requires not only dimentional data for the boiler but also the calculations for the minimum thickness of various parts of the boiler.
If you want all of the details of the current FRA rule on steam locomotive inspection and maintenance it is available from the GPO public web site. The revised 49 CFR Parts 209 and 230 were published in the Federal Register for November 17, 1999. It is about halfway down the contents list and can be retreived as either plan text or pdf.
