Thank you for all the comments to date.
FYI, this boiler is for a 36 inch gauge, 7 ton, Porter 0-4-0 tank locomotive.
I've had metal cleaning done in the past by a company called Techno Strip with good results.
I think their dip tanks are large enough to submerse the entire boiler assembly.

Was there any sort of sealant or caulking used when the seams were riveted? If so, should I be concerned that, the chemical stripping may destroy it?
I'm guessing the tubes would be much easier to remove after an initial cleaning?
It could be a challenge to visually inspect the inside of the boiler, even with the tubes removed. I'm hoping I won't have to remove any major metal sections.
I may need to contact a company with an endoscope camera for the visual inspection. Even if I could fit through steam dome, there's no way I could squeeze over the crown sheet.
