If I recall correctly, #280 was rebuilt by Marvin Uhrich and is a sister to #284 (built in 1881) which belongs to the Museum.
That it's shown as a 'volunteer project' might be an oversight; it is operable, but (very) occasionally used on the CRRM steam-ups.
