Outside-framed locos

Howdy all,
Does anyone out there know why some narrow gauge locos were built with counterweights outside the frame and others were built with them inside? For example, all of the Rio Grande's K series had them outside, but the Grande's two C-21s & lone C-25 had them inside.
And, while we are on the subject, does anyone know if Baldwin ever made a twin(s) of the C-25? Perhaps for export?
