0579 in 1975

Recently I received a picture of 0579 in the Antonito engine house dated August 8, 1975. There's also a picture in NGP Vol V, page 155 shortly afterwards (this date on this picture is obviously wrong) showing work in progress to replace the roof and siding. We think this work was to prepare it for use as an tourist information booth in Antonito.
My Question is does anyone know who actually did this work ? Was it the C&TS operator, or somebody with the town of Antonito ? When we started the current restoration, it appeared somebody attempted to fix the frame damage. Was this initially an attempt to return it to service ?
