loco mystery rod *PIC*

I'm sure there are many of you knowledgeable guys out there who can answer this: On many D&RGW narrow gauge locos there is a rod on the engineers side of the boiler which runs from inside the cab all the way to the smokebox. This rod is then attached to what looks like some kind of lever arm so that the rod can push it forward and/or drag it back. Could this possibly be the activation rod for the cylinder cocks? If it is why do some locos not have it? If not what does it do?
