One of the things to remember here is that if there is not an operating STEAM operation on May 28, 2005, RailStar/CHS will be in default and the contract would be null and void -as required by state statutes. This is confirmed by an audio recording that I have of CHS attorney Rod Woltcoff stating as much after Karell Reader posed the question at a Loop Coordination Committee meeting.
