Thanks to both of you for your leads. I would guess that the article in the Green Light probably appeared in the 70's but possibly the 80's. It was a single page I believe.
I have seen some of Harold Votaw's locomotives, probably 15 or so years ago. I distinctly remember an L105 4-6-6-4 among a couple of others. They were on display at a new business hi-rise in the greater Denver area at the time. My uncle had worked for one of the contractors on the project and wanted to show it off to us while we were visiting.
