Yes it was an insurance situation. Say your rotary train got stuck, or there was an injury to a worker, or some other reason a run back down the mountain someplace needed to be made. The rear facing engine could then head back covering the tracks that were already plowed, and using a pilot plow could remove any other snow that might have accumulated.
As one poster also stated, the engine could indeed be used to pull the while rotary train back down the hill when finished, if there were no places to turn it. Lots of possible reasons for this scenario.
Another reason...say you were running out of supplies, or coal in the tenders. This engine could become the rescue engine and go back to the yard and get supplies.
