Narrow Gauge Museum in Southern California?

I was recently contacted by a historian researching the Western Salt Company near San Diego wondering what happened to their equipment. The current manager claims that 5 small diesels, track and track tools were donated to a narrow gauge museum in Phalen, Ca., a town that doesn't exist. I have heard of a proposed narrow gauge museum of Southern California some years ago, but it has never been more than a rumor. The rumor talks about several C&C cars as well as a Westside caboose.
Does anyone know anything more? I know it's not at Felton.
