TRAINS article on Loop operator change

Suprised no one has mentioned the November TRAINS article "New operators for historic Georgetown Loop".
The last two paragraphs should stir plenty of controversy!
"Under the new contract, the risk shifts of the society. The new operator will never be in a position to lose any money, said Bell. The new vendor will be reimbursed for actual costs and receive a management fee as well as a 3% fee on tickets and sales.
For equipment, the society is looking for locomotives throughout the state, talking with fabricators of new locomotives, and working with Stone Consulting and Design of Warren, Pa."
