It sounds very exciting.
I like the development of on-line gravel pit(s) for ballast.
As far as locomotives:
2004 484, 487, 488
2005 489, 483 (483 if funding is available)
2006 492, 497
2007 463 (sooner if private funding is available)
2008 494, 495 (maybe)
I like it because in the next 5 years (hopefully everything will go as planned) all locos will be examined if not returned to service. I personally would like to see all 10 locos servicable but the plan shoots for 6 with a tentative goal of 8 if funding is available. Two "new" locomotives are to be investigated for operation - 483 and 492.
There are plans to have enough steel cars that the box car coaches may be retired.
It looks loke the idea is to have at least one 6500 series flat car for MOW duty (PHASE 1). PHASE 2 wants four.
The issue of the dead spot for radio in the middle of the line (Osier) is interesting. I wonder if anyonme suggested using the old telephone pole line for communications to Osier (maybe VOIP

If the training center (Center for Locomotive Excellence) comes to full force, Maybe 494 and 495 would be used as training locos to start with and as parts get built, maybe they are returned to operation.
The goal to raise the speed limit (due to upgrading the roadbed and track structure) to 20MPH is good. As is the goal for more varied trip options.
If most of this comes about, then the C&TS will be a world class operation/museum.
