What Might This Be Gentlemen?

On the hub of the number two driver, engineer's side, of D&RGW 268 sitting in Gunnison is what appears to be a strap bent in a U-shape. Photos suggest it was there for sometime before retirement. A similar piece has been seen on at least one other locomotive. What is it? Was the driver hub cracked and this piece put on to help hold the driver center onto the axle, as one very astute friend surmises?
