I assume that the folks who did this coordinated all of it with the railroad. To fly that close otherwise would appear to be rather reckless. Even with coordination, I am not sure that as a pilot, I would get that close to a trainload of passengers. But that's just me. Professional aviators want the public to be impressed with their flying, not frightened by it.
