I really don't see that day ever arriving. there are too many industrial/chemical uses for coal and it's byproducts to stop mining it. As for burning it, yes I expect coal-fired power plants to be shut down someday, as they should be. Heck, the market will actually tke care of that, the dang things are too expensive to compete. I don't expect they'll be able to stop people burning it in stoves or historical recreations such as D&S or C&TS. The amount of carbon pollution from such uses in the USA is trivial.
Coal has been a dying industry since the 1930's but it won't ever go away totally.
Fire danger, OTOH, is a real problem and must be addressed.
