Two words:
Rail Bikes.
When you can't run packed trains, you have to get creative. These are pedal-powered, 4-wheel carts that come in 2-seat and 4-seat versions. Patrons can pedal themselves over several miles of track. A starter spaces them out, the pace is slow, and they turn them at the other end. At least 4 railroads in the northeast are using them this summer, during the pandemic, to make money. Overhead is low, and I imagine that insurance is not nearly what it would be with trains or speeders. I believe that a guy in NH makes them.
