Kelly's "Rule 1" is THE RULE NO. 1 for any heritage -- tourist or museum -- railway operation.

Another good rule is to never think that "if you build it, they (riders/visitors) will come." Like any business, know your market, have something to sell, have a marketing plan, have enough money to run the operation until your customers find you and spend money at your business.
