I believe the ICC made headlight on in direction of movement (day and night) sometime in the mid to late 1950's. This has carried on into FRA safety regulations.

Until then, DRGW practice was on sunset to sunrise or when there was poor visibility during daylight hours.

The intent for operation during daylight hours is to increase visibility for motorists at road crossings.
