If you define "always" as since 1942. By the time of the hearings on the abandonment it was reported that irrigation on the mesa above had stopped. The costs needed to rebuild/stabilize the section was one of the points of contention at that hearing. D&RGW estimated $1 million, others, including at least one who had done previous work in the area for the RR, said that was absurdly high. Reminds me of the Ames Slide on the RGS in the late 1920's.
