Potentially (if not most likely) true and justified, but....
Everyone’s opening dates in Colorado right now are purely theoretical and based upon ever changing whims of officials at the state, county and sometimes city level. Entities are announcing their plans for opening based upon what they are being told that they will be “allowed” to do. Often the day before the planned opening, one or more of the levels of officialdom moves the goal posts and issues a bunch of new edicts that must be met, extends their closure order for another two weeks or whatever. Silverton won’t let the D&S into town, Clear Creek County won’t let non residents anywhere but State and Federal highways and the Colorado State Tourism Office is spending its entire advertising budget this year telling visitors to stay out of Colorado. Following the letter of the Governor’s proclamation, the only people that would not face a fine of $5,000 and up to a year in jail for going to their favorite tourist railroad right now are those that live within a 10 mile radius of the boarding area.(while this is not, at present, being enforced everywhere, it is happening. The Sheriff of San Juan County is routinely issuing citations, complete with said $5,000 fine to anyone from outside the county that he finds stopped in the County based upon the logic that there is no town in a neighboring county that is less than ten miles from the county line) . It is 1984 in Colorado right now. (What else can you say about a place that declares alcohol and marijuana essential while arresting fathers for being in the park with their children ((Brighton) and issues $5,000 fines for hiking alone in the woods (San Juan County) )
