The issue of side steps came up with FRA while I was there too. When they came to do the flue extension inspection one year the question was raised because switch engines are required to have stair wells rather than ladders. We argued with the help of a cooperative FRA that engines used in switching passenger equipment were not required to have stair wells ie; E units and F units. They agreed and the issue was put to rest.
