That's same as an NZR spike, what we termed a dog, only ever saw Yank spikes in one location here used for bridge guardrails as NZR used Screwspikes before Pandrol clips. What shape head they used in steam days or on Bush Tramways I don't know.
Orenstein and Koppel also produced similar head spikes see pg 13.
