IMHO, that sounds like really excellent conditions for this event.

The wind will have several days to blow snow into cuts, so there should be many locations for awesome shots and video footage of the rotary clearing deep snow.

If there is less snow between runby locations, then the rotary has less work to do, which I presume reduces the chances of something breaking.

The roads will have been plowed for a week, so it will be safer for everyone traveling to Chama, plus it should be safer when everyone is getting on and off the buses. It should also be easier to get from the buses to the photo spots and you're less likely to post hole yourself.
